Our EU Tender Support Services

Opportunity Identification

We systematically monitor EU funding programmes—including ISF, ISFP, Horizon Europe and regional instruments—to identify opportunities that match your organisation's capabilities and strategic goals. Palmyra analyses eligibility criteria, partner requirements, and expected outputs to provide a curated pipeline of viable tenders. Clients receive early warning of upcoming calls, enabling sufficient preparation time for competitive participation.

Bid Strategy Development

Palmyra helps you shape the winning strategy behind the proposal. We work with your subject-matter experts to define the project concept, value proposition, innovation elements, budget approach, and consortium structure. Our guidance ensures alignment with EU policy priorities, evaluation criteria, and operational feasibility. The result is a coherent strategy that maximises scoring potential and differentiates your bid from competitors.

Proposal Development

From drafting technical sections to coordinating partners, formalising consortiums and ensuring compliance with EU templates, Palmyra manages the full proposal development process. We structure the narrative, build logical work packages, refine impact pathways, prepare Gantt charts and budgets, and ensure every requirement is addressed clearly and convincingly. Our rigorous quality checks reduce submission risk and strengthen both clarity and credibility.

Our EU Tender Support Process

1

Opportunity Scanning & Eligibility Verification

We continuously monitor upcoming ISF/ISFP calls, assess their relevance, and verify client eligibility. This includes analysing the call's objectives, expected impact, consortium requirements, budget ceilings, and compliance rules. Clients receive an early, tailored shortlist of viable opportunities.

2

Concept Shaping & Consortium Building

Working with the lead applicant, we help refine the project concept into a strong, EU-aligned idea. We support the identification and onboarding of suitable partners—public authorities, security agencies, NGOs, research bodies—and define each member's role. This step ensures a balanced, credible and operationally realistic consortium.

3

Bid Strategy & Work Plan Design

We translate the concept into a coherent bid strategy, ensuring full alignment with evaluation criteria. This includes structuring work packages, formulating objectives, designing activities, identifying deliverables and milestones, and shaping a strong impact narrative. Risk, sustainability, and EU-value-added elements are integrated early.

4

Full Proposal Development & Compliance Management

We draft or refine all technical sections, coordinate partner contributions, and develop the budget in line with ISF/ISFP cost rules. Compliance with templates, formatting, ethics, data protection and eligibility criteria is strictly managed. Prior to submission, we run a structured quality review to ensure clarity, consistency, and scoring strength.

5

Submission, Clarifications & Grant Agreement Preparation

We support the final submission through the Funding & Tenders Portal, manage any EC clarification requests, and assist the client during the Grant Agreement Preparation (GAP) stage. This includes refining the work plan, budget adjustments, and preparing the required documentation for a smooth contract signature.

Success Stories

K9 – EU Certification (RECCEDD Project)

The RECCEDD project was funded by the European Union and aimed to strengthen the detection of explosive threats in public areas and critical infrastructure by means of professionally trained and certified explosive detection dogs (EDD).

A core objective was to address a significant gap in Europe: the lack of harmonised training and certification centres for commercial EDD teams (beyond police, customs or military), especially in public spaces, transport hubs, and critical infrastructure.

Under RECCEDD, a regional, non-profit certification and training centre was established to provide EU-standard certification and training for EDD teams.

AITRAP Project

AITRAP stands for 'Aviation Insider Threat Recognition and Prevention'. It was co-funded by the EU under the internal security funding instrument (HOME / ISFP). The aim was to develop a standardised, Europe-wide tool / programme to help organisations — especially those in aviation and other critical-infrastructure sectors — recognise, prevent and manage 'insider threats.'

By creating a common baseline and promoting harmonised insider-threat procedures across organisations and member states, AITRAP helps raise the overall standard of security and increases interoperability — especially relevant for cross-border transport, aviation, and EU-wide security projects.

Because the platform was designed by practitioners and used across industries, it couples realistic operational insight with regulatory / policy compliance, making it a strong foundation for companies that provide security, compliance, and consultancy services.
